Can Autopilot publish without me?

Only if you explicitly authorize autopublishing for an account, with daily limits, a cost ceiling and an expiry date. The default is human review.

What happens if the platform was down at run time?

Each rule has a missed-slot policy: skip the run, or run once when possible within a lateness window you choose. It never floods your account afterwards.
